Federal Service for Supervision in Education and Science in accordance with clause 21 of the Procedure for conducting state final certification for educational programs of basic general education, approved by order of the Ministry of Education of Russia and Rosobrnadzor dated 07.11.2018 No. 189/1513 (registered by the Ministry of Justice of Russia on 10.12.2018, registration No. 52953) (hereinafter referred to as the Procedure), sends recommendations for use in work on determining the minimum number of primary points confirming the development of educational programs of basic general education by students in accordance with the requirements of the federal state educational standard basic general education (hereinafter referred to as the minimum number of primary points), recommendations for transferring the amount of primary points for examination papers of the main state examination(hereinafter - OGE) and the state final exam (hereinafter - GVE) in a five-point assessment system in 2019.

In accordance with clause 22 of the Procedure, the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, ensure the conduct of state final certification for educational programs of basic general education, including determining the minimum number of primary points, and also provide the transfer of the amount of primary points for examination work of the OGE and HVE in a five-point assessment system. The recommended minimum threshold value of the total score for the performance of the examination work is set - 8 points. Overcoming this threshold value gives the graduate the right to receive a mark on a five-point scale in the subjects of the educational field of mathematics (in accordance with the curriculum of the educational institution *).

* If the study of mathematics was carried out by a graduate in the framework of two subjects - algebra and geometry - educational institutions are recommended to set certification marks based on the current and final marks of the graduate. (In this case, no marks are given for the exam.) Thus, the grade obtained by the graduate during the GIA is an objective and independent indicator of the level of his preparation, while the level of the school grade may differ in different educational institutions.

If the study of mathematics was carried out by a graduate in the framework of an integrated course in mathematics, in addition to the overall score, he is also given an examination mark. State (final) attestation of graduates of basic school in a new form is carried out in 2014 in 14 subjects. Primary scores for the execution of the examination work of the GIA are transferred to a mark on a 5-point scale. In this regard, the Federal Institute for Pedagogical Measurements (FIPI) published "Recommendations for the use and interpretation of the results of the examination work for the state (final) certification of graduates of the basic school in a new form in 2015" (download the document). Regional commissions are given the right to change the scale of transferring points up or down in compulsory subjects.

The points obtained for the GIA and recalculated into a five-point system affect the marks in the certificate in the corresponding subject. In the certificate, the average indicator is put between the mark received at the GIA and the annual in the subject. Rounding is done according to the rules of mathematics, that is, 3.5 is rounded to 4 and 4.5 to 5.

Each graduate who wants to become a student of one of the universities of the Russian Federation in 2018 has a difficult task - to successfully pass the Unified State Exam, as well as to choose the right educational institution and faculty for submitting documents. Most 11th graders and their parents are faced with the final exam grading system for the first time and often find it difficult to find answers to the questions that arise. How is it going?

Important! Since 2009, the scale of converting the primary and test scores of the USE into the traditional school five-point grades has not been officially used, because in 2017 and 2018 the final exams are not included in the certificate.

Verification of works is carried out in two ways:

  • automatically (using special programs and technical means);
  • manually (the correctness of the expanded answers is checked by two independent experts).

It is quite difficult to dispute the result of an automatic check. If, when filling out the answer table, the basic rules were not followed, the computer may not protect the result, and only the graduate himself will be to blame for this, who has not followed a number of mandatory rules.

If controversial points arise during the expert review, a third specialist is involved, whose opinion will be decisive.

When to expect results?

The following time frames apply by law:

  • data processing (on compulsory subjects) in the RCOI should not last longer than 6 calendar days;
  • for data processing (optional subjects), the RCRO is given 4 days;
  • verification at the Federal Testing Center should take no more than 5 business days;
  • approval of the results by the State Examination Commission - 1 more day;
  • up to 3 days for sending the results to the USE participants.

In practice, it can take from 8 to 14 days from the moment of passing the exam to receiving the official result.

ORDER

On the establishment of a scale for transferring the points of the unified state exam in the Russian language into a five-point assessment system used for setting marks in the certificate of secondary (complete) education in 2008

In accordance with clauses 9 and 27 of the Regulations on the holding of a unified state examination in 2008, approved by order of the Ministry of Education and Science of the Russian Federation dated February 5, No. 36 (registered by the Ministry of Justice of the Russian Federation on February 29, 2008, registration No. 11251), and on the basis of the decision of the Commission on scaling the results of the unified state examination in 2008, created by order of Rosobrnadzor dated 05.15.2008 No. 1002 (minutes dated 05.06.2008 No. 5):

1. To establish a scale for converting the points of the Unified State Exam (hereinafter - the Unified State Exam) in the Russian language into a five-point assessment system used to mark the certificate of secondary (complete) general education in 2008:

0 - 39 points - mark 2

40 - 57 points - mark 3

58 - 71 points - mark 4

72 -100 points - mark 5

2. The Federal State Institution Federal Testing Center (S.S. Kravtsov) preparation of protocols on USE results be guided by clause 1 of this order.

3. The control over the execution of the order shall be entrusted to the Department for Control and Evaluation of the Quality of Education (VN Shaulina).
