Rector of St. Petersburg Mining University Vladimir Litvinenko, who three times headed the election headquarters of Vladimir Putin in St. Petersburg on presidential elections, earned 81.5 million rubles in 2016. less than in 2015, follows from his declaration.

Litvinenko's earnings amounted to 195.7 million against 277.2 million rubles, but he retained leadership in income among all heads of Russian universities, RBC found out, having studied the declarations of employees of the Ministry of Education and Science and heads of universities. Total earnings over the past year increased by 189 million to 1 billion 282 million rubles. The minimum income for getting into the rating has risen from 9 million to almost 12 million rubles. At the time of this writing, the Ministry of Education and Science did not answer whether the salaries of rectors were raised in 2016.

Most of all in the top 50 representatives of the Higher School of Economics - five people. Four participants in the rating work at the Russian Academy of National Economy and Public Administration (RANEPA), three at the Moscow State Technical University of Civil Aviation.

Hundreds of millions

Vladimir Litvinenko not only was involved in Putin's election campaign, but was also the rector at the university in 1997, when the current president defended Ph.D. thesis on the topic "Strategic planning of the reproduction of the region's mineral resource base in the conditions of the formation of market relations." Litvinenko has been heading the university for over 30 years. The university did not explain what caused the drop in the rector's income in 2016, and it was not possible to get through to Litvinenko himself.

Of 195.7 million rubles. his salary as rector was 6.5 million rubles. Until 2017, Litvinenko owned a 14.54% stake in the fertilizer company PhosAgro, and in 2017 he increased his stake to 19.35%. Litvinenko ranks 122nd in the Forbes rating "200 richest businessmen in Russia"... The magazine estimated his fortune at $ 850 million. Litvinenko's family income in 2016 was 319.4 million rubles. The rector's wife is Tatiana Litvinenko. According to SPARK, she was the owner of the construction company Service Center on Nalichnaya Street, but now she has no assets.

The average salary of a university teacher, according to Rosstat, in 2016 was 55 thousand rubles. This is 24.3 thousand rubles. more than in 2015. Most teachers receive in the Yamalo-Nenets Autonomous Okrug - 114.6 thousand rubles, the least - in the Republic of Dagestan - 29.2 thousand rubles.

In terms of family income, only the ex-rector of the A.L. Stieglitz, former vice-governor of St. Petersburg Vasily Kichedzhi... He was dismissed from his post in March 2017 by order of the Minister of Education Olga Vasilyeva. Kicheji received 4.1 million rubles in 2016. and did not make it into the top 50 of the richest heads of universities, but his wife, Antonina Kichedzhi, earned 276.5 million rubles. According to SPARK, she served as CEO at Glinka Cement. She owns real estate in Russia, Bulgaria and the Czech Republic. In 2012, she resold a stake in the Radio Center concern to the European media group.

Top ten

The second and third places in the rating, as in 2016, were taken by the rector of the RANEPA Vladimir Mau and the rector of the All-Russian Academy of Foreign Trade (VAVT) and the vice-rector of the RANEPA Sergei Sinelnikov-Murylev, who declared 64.5 million and 48.6 million rubles. income accordingly. Mau is a member of the Boards of Directors of Gazprom, Sberbank and Severstal. Sergey Sinelnikov-Murylev, in addition to combining work in two universities, is the scientific director of the Gaidar Institute, heads the Macroeconomics and Finance subgroup of the working group of the Economic Council under the President. Until 2016, he was also a member of the Board of Directors of Sberbank.

The fourth in terms of declared income was the rector of the Russian Economic Institute named after G.V. Plekhanov Victor Grishin with an earnings of 38.1 million rubles. Last year, he occupied the eighth line with an income of 24 million rubles. According to SPARK, he is a co-owner of the advertising company Advertis, the real estate agency Delovaya Nedvizhimost, the investment company Invest-Alliance, the Terminal oil storage facility, the Smak trading company, etc.

HSE Rector Yaroslav Kuzminov and SPbU Rector Nikolai Kropachev dropped out of the top ten, in which they occupied 6th and 8th lines in 2015, and took 13th and 23rd places. Kropachev earned 19.7 million rubles in 2016, 3.5 million less than in 2015. Kuzminov, on the contrary, increased his income by 1.9 million, to 29.7 million rubles. Rector of Moscow State University Victor Sadovnichy earned 600 thousand rubles. less than in 2015 - 16.5 million rubles. He took the 30th place in the rating.

Newbies

At the end of 2016, 23 names were changed in the list of the 50 richest rectors. Most of the changes affected the second and fifth ten. From 31.5 million rubles. income from the 11th place was started by the rector of the North-Western State Medical University named after I.I. Mechnikov Otari Khurtsilava, which in 2016 earned the most in the Ministry of Health. Marina Grebneva, Vice-Rector of Moscow State University, received almost 9 times more than a year earlier - 30.8 million rubles.

Another new surname is Olga Bigday, director of the branch of the Moscow Technological University in Stavropol. She earned 24.7 million rubles. Bigday is the rector and co-owner of the non-state Stavropol University, as well as co-owner of about ten other diversified companies. Her husband, who earned 57.6 million rubles, owns a land plot almost equal in size to the Pacific state of Tuvalu - 24.8 square meters. km.

In addition to salaries and income from business, rectors, especially of Moscow universities, can earn money through expert and analytical work in projects of the government and large companies, Irina Abankina, director of the Institute for Education Development at the Higher School of Economics, told RBC. “There are incentive surcharges separately - for the rector they are set by the founder, the profile department. This is also a plus some amount, ”she notes. Some universities and, in particular, rectors can also earn from the sale of their intellectual property, but so far this applies mainly to technical institutes, Abankina points out.

The rector of an academy or university is a manager who decides a number of important issues of a higher educational institution. The specialist controls the scientific, economic, financial and other activities of the organization. The position is chosen by voting of teachers.

So how much does a qualified rector get in different countries?

How much do they pay in the Russian Federation?

Frequent education reforms in Russia have also influenced the profits of rectors of various universities. In large institutions, executives earn decent sums. The average salary of a rector in the country reaches 42 500 rubles(about $ 634). Each of the regions has its own labor tariffication system.

Let's analyze earnings in some regions, namely:

  • Altai Territory - 28,000 rubles / 417 dollars;
  • Leningrad Region - 30,000 Rub / 447 bucks;
  • Bryansk territory - 35 thousand ₱ / 522 USD;
  • Komi Republic - 40,000 rubles. / 597 cu;
  • Moscow province - 130,000 ₱ / 1940 $.

In Russia, there are only 3 vacancies open for the post of rector. This suggests that managers value their jobs and are in no hurry to pay off their jobs. In most cases, the tariff for specialists is in the range 15-58 thousand... ₱ per month.

In a research environment, professional colleagues have good monetary rewards.

Here are some examples:

  • candidate of sciences - 105,833 rubles;
  • petrophysicist - 100 thousand RUB;
  • certified archaeologist - Rub 69 333;
  • senior head of the training department - 55 thousand ₱;
  • qualified dean - 50,300 rubles;
  • experienced dendrologist - 48 333 rub;
  • Vice-rector - 46 667 ₱;
  • biochemist - 45,000 rubles;
  • historian - 44 333 RUB;
  • associate professor of the department - 44,033 ₱.

The election of the university rector by a team of teachers is carried out through the mechanism of secret or open voting. Candidates for the position submit their development program and enter into debates with applicants.

The value of an employee in a senior position is measured by a number of factors. This is primarily due to the availability of practical experience in leadership positions. Further influences scientific title... Thus, the current academician of the Russian Academy of Sciences has a high monthly income.

Price list of employees of Ukraine

The Ministry of Education and Science will analyze the rectors' incomes and find out how they correspond to the achievements and successes of the universities they lead. The results of the audit will be summed up early next year. The public council under the department notes that it is necessary to exclude situations when rectors' salaries are 10 times higher than that of teachers.

The Ministry of Education and Science told Izvestia that now the department of strategy, analysis and forecast of the department is comparing the qualitative indicators of activity educational institutions with the level of salaries of their leaders. The results will be announced in early 2018.

The corresponding instruction was also recorded in the minutes of the last meeting of the public council of the department, signed by the Minister of Education and Science Olga Vasilyeva (a copy is at the disposal of Izvestia).

Executive Secretary of the Commission of the Public Chamber of the Russian Federation for the Development of Science and Education Yuri Syedin, who was present at the meeting of the council, confirmed to Izvestia that the topic of comparing the performance indicators of universities and the level of salaries of their leaders was discussed in the context of the situation in higher educational institutions.

The law establishes a certain ratio of the average monthly salary of the university administration and teachers. But often the income of the management team exceeds the permissible ratios. In this regard, openness is needed, - says Yuri Syedin.

As follows from the provision on the establishment of salary systems for employees of federal budgetary, autonomous and state institutions approved by the government of the Russian Federation, the maximum salary ratio for managers and other personnel is determined in a multiplicity of 1 to 8.

Evgeny Yamburg, a member of the public council under the Ministry of Education and Science, academician of the Russian Academy of Education, told Izvestia that today the rector's salary may exceed the professors' remuneration tenfold.

The Ministry of Education is currently conducting an internal audit. You can imagine: a professor's salary can be 32 thousand rubles a month, which is less than that of a school teacher in Moscow. And the salary of the rector is 300-400 thousand per month, - the expert explained.

Rector of the Moscow City Pedagogical University Igor Remorenko noted that each university has its own regulation on wages. In addition to the salary, employees can receive incentive payments for citation of scientific publications and participation in competitions.

The acceptable range of the ratio of the rector's salary to the faculty is from five to eight salaries. If more - it is already indecent, - believes Igor Remorenko.

Rectors of Russian universities are very wealthy people, judging by their declarations. The richest of them - Vladimir Litvinenko - heads the St. Petersburg Mining University, his income in 2016 amounted to 195.7 million rubles. The second place is taken by the rector of the RANEPA Vladimir Mau (64.5 million rubles), the third is the head of the All-Russian Academy of Foreign Trade of the Ministry of Economic Development of the Russian Federation Sergey Sinelnikov-Murylev (48.6 million rubles). But besides salaries in universities, rectors have other incomes, including from publishing books and lecturing.

The Ministry of Education and Science annually monitors the effectiveness of the country's higher educational institutions. Among the indicators that are taken into account are the average USE score of freshmen and the successful employment of graduates, the volume of research work of the university, the ratio of the salaries of the teaching staff to the average in the regional economy, etc.

Rector Financial University under the government of the Russian Federation, Mikhail Eskindarov (one of the ten richest with an income of 33.3 million rubles in 2016) noted that comparing the income of management and the quality indicators of the work of universities is not always correct, especially when it comes to educational institutions in the regions.

When it comes to Moscow's leading universities, this may be understandable. But one must also take into account the fact that this will become a problem for regional universities. The effectiveness of an educational institution depends primarily on the availability of qualified teachers, and there are not so many of them in the regions, as well as on the average USE score of the applicants. But there is a tendency that smart guys with a good score try to leave and enter a leading university. And that is why regional rectors may suffer losses, - Mikhail Eskindarov believes.

According to Rosstat, in the first quarter of 2017, the average salary of teachers of educational institutions of higher professional education in Russia amounted to 49.9 thousand rubles. Teachers earn the most in the Yamalo-Nenets Autonomous Okrug (118.5 thousand rubles), and the least - in Dagestan (25 thousand rubles).

According to the presidential decrees in May, by 2018 the average salaries of teachers and researchers should reach at least 200% of the average in the region.

Quite unexpected was the news that the salaries of our Russian rectors are higher than those of the president and prime minister. It somehow does not fit into my head that teachers and even professors always complain about their own income, and their leaders outdid the country's top officials.

The position of the rector involves the implementation of a huge amount of work, and if we resort to a grandiloquent style, they are responsible for the future of the country, since they teach the young generation in various specialties. But how do they get their monthly earnings? What influences the increase or decrease in payments? In light of the latest published news, it is worth getting to know these people better and understanding what is behind their professional title.

Sad facts

Upon closer examination, you can see: the "fabulous" salaries of the professors of any university in the country do not correspond slightly to what was announced by the media. The president, who promised that the teaching staff of universities will receive a salary increase of 130 percent, due to the difficult economic situation for 2019, could not keep his word.

  1. Those teachers who have not earned academic degrees hardly receive more than 10 thousand rubles.
  2. Salary of associate professors - 15 thousand.
  3. Professors are ready to boast of 25 thousand rubles.

With such a picture, all statements about millionaire rectors look mythical. But as it turned out, it was not about the basic rate, but about additional payments for contract students, for scientific achievements, prizes and grants.

Calculating the real figure, you can get about 45-55 thousand per month, but this amount will be obtained only if there is additional work in the role of the head of the department. Organization of various conferences is an alternative option.

All this concerned teachers, but if we pay attention to associate professors and vice-rectors, we will see a sharp rise in the financial component. The salary for these positions already exceeds one hundred thousand rubles. And when we get to the rectors, we see that their financial monthly incentives exceed 300 thousand rubles.

But politicians like to point out and focus on the average indicators, which in this case are high, with a huge difference between the salaries of colleagues in the same university, not to mention different ones. This blatant inconsistency is illustrated by policy state university St. Petersburg. The educational institution itself is on special state funding, but the head of the department receives about 55 thousand there. At the same time, the candidate of sciences will not receive more than 15 thousand for teaching. Why there is such a gap, no one can clearly explain.

Associate professor at SFedU will receive a payment of 25 thousand rubles at the end of each month, but out of only 15 thousand - this is the rate, everything else is a bonus and additional charges.

In KFU, in general, they write anonymous letters, since the salary there is almost two times lower than that of school teachers. The rector of the Crimean University denies all the facts indicated in the anonymous message, while openly declaring that his official salary at the moment is 95 thousand rubles. At the same time, associate professors of this university have an income of only 14 thousand rubles, and senior teachers only 9 thousand.

Among the rectors, the "golden mean" in terms of income this year is occupied by the head of the KemGSKhI. He was able to squeeze out of the agricultural entrusted to him only 3 million rubles per year. A little further we will tell you about the rating of existing earnings among this leading elite of educational institutions of higher learning.

Who is the rector

In principle, it is no secret that he is the head of the university. In the twentieth century, almost until the seventieth year, the rector was only in universities. There are several criteria by which the future head of the university is selected:

  • the age of the candidate for the position must not exceed 65 years;
  • availability of higher education;
  • at least five years of experience in research or teaching;
  • an academic degree must be available;
  • additional education, which includes a course in management or economics, or in personnel management.

Today, you can work in such a position only for 5 years, but then there is the possibility of self-promotion. Great amount cases that fall on the shoulders of rectors cannot be voiced in full, since they imply constant active participation in all processes of the universities entrusted to them.

The government has repeatedly voiced the opinion that rectors need to reduce their claims for huge salary sums. Moreover, they set the final figure for themselves, supplementing it with various compensations and allowances. Even despite the instruction that the rector's salary should be made public on the website of the educational institution, the amount of self-appointed payments in their favor only grows. Monitoring specialists assure that both teachers and students may be surprised when this policy of "transparency" picks up the necessary momentum.

Top 3 at the end of 2018 - 2019

There is a presidential decree, which clearly states that the salary of the teaching staff in universities should be at least 200 percent by 2020, based on the average salary in the region. And for 2018 it was supposed to exceed 130 percent. But, as it turned out, not all universities complied with this prescription. Although funds from the state budget were allocated in full, nevertheless, it became a problem for the rectors to complete the recalculation for the professors. They justified themselves by the fact that the expenditure estimate for the maintenance of universities had grown very much.

The Ministry of Education and Science, making claims, insists that our professional teachers must be sure of the need, correct assessment of their efforts, as well as a certain stability of their own position.

Let us present to you the three rectors who have the highest salaries:

  • head of the St. Petersburg Mining University, assistant to the current president at all stages of the election campaign - 80 million rubles a year;
  • Head of the Higher School of Economics - 45 million rubles;
  • newly appointed rector of RSSU - 41 mln.

It is quite fun to observe the fact that the rector of Moscow State University did not even get into the first 50 representatives of the financial elite, among the scientific fraternity. His modest salary barely exceeded 8 million rubles. What an injustice, after all, the main and oldest State University.

Let us assume that it is very important for rectors to show miracles of economy and all economic inclinations, so as not to deprive themselves when calculating payments.

Outcome

Such news is likely to prompt the government to oversee more carefully the allocation of budget money to universities. There were a lot of promises, but, as we can see, it is still not possible to adhere to the set plans. A very responsible, and, as it turned out, the profitable profession of the rector will now be under closer public scrutiny. The fact that heads of universities are obliged to openly talk about their income should at some point play a role. Perhaps the teachers will be more persistent in their requests and stop writing anonymous letters, as in Stalin's times. Perhaps the tax authorities will be interested in where these exorbitant profits from education, which has not yet improved, come from.

One way or another, you need to strive for high positions, but not only for the sake of fabulous sums, but also for the sake of the work itself, which everyone who feels the strength is obliged to do “excellently”.

The salaries of such professionals simply cannot be small, and the government understands this. But I want not to forget about those luminaries and highly educated teachers who put their souls into the walls of their native universities.

    I don’t know where you get information about such salaries in universities !?
    I have a Ph.D., and I can barely get 10500 for a bet with extra money! Our head of the department, the professor, receives 25,000.
    And it's all! And this is one of the leading universities in St. Petersburg.
    What are you writing about 40-odd thousand? You would not read reports but talk with people.

    They talked so much about raising salaries at the university! But in fact, it seems only the management has added! There are no young teachers in the UNIVERSITIES! And the old ones will soon fall apart! After all, there is no money for food, taxes and housing and communal services, and even more for medicines! Another 2-3 years - and there will be no higher education. To teach in an accessible way - you have to work for 10 years!

    VVP tells tales or doesn't know. In MGIK-Khimki, the rector has about 1.5 million rubles a month. Teachers - 25-30 tr each. Now there is a campaign to reduce wages under various pretexts by 20%. The new fool leads the UMO, does not consider teachers for people. The salary is reduced, and the "intensity" is increased. Teachers are old people, computers cannot be used in teaching - there is hardware, but there are no programs. As in a museum we go and look at the PC.

    The teacher only MUST .. We are told-AT YOUR PLACE OCHEREL! .DON'T LIKE-LEAVE! AND WE NEED SUCH EMPLOYEES - to work well for 12 thousand a month and write programs well, participate in department meetings and meetings of methodological councils, perform public unpaid work, participate in conferences and exhibitions, prepare students for participation in all kinds of competitions and conferences, would write articles, teaching aids, improve their qualifications ... it would be good that they do not bother with requests to improve living and working conditions, and ... not be visualized in the spaces of the institute in the intervals between lectures and classes, so as not to remind their wretched the view of the tomato seniors, that the onions are still alive, that the cipollins are working, in spite of everything ..

    The salary of an associate professor with a Ph.D. degree is good if there are 20-25 thousand. A common way to constantly DECREASE your salary (and this is - with a steady increase in prices and tariffs!) - ANNUAL increase in hours per rate. Moreover, if the rector receives even an order of magnitude more (that is, we attribute 0 at the end), this is a mockery. And he gets more by no means an order of magnitude, but 15-20 times more.
